washington elementary school district sponsored charter schools (charter school application, application process and timelines) wesd sponsored charter schools may be established to provide a learning environment that will improve pupil achievement and provided additional academic choices for parents. (a.r.s. §15-181) following the procedures outline in the arizona administrative code and the guidance to districts on requirements for sponsoring charter schools provided by the arizona state board of education, the washington elementary school district governing board may approve an application for a charter school pursuant to a.r.s. §15-183. the application must include: a. educational plan sections: a.1 educational philosophy a.2 target population a.3 program of instruction a.4 school calendar and weekly schedule a.5 performance management plan a.6 curriculum samples b. operational plan sections: b.1 applicant entity b.2 management and operation b.3 education service providers c. business plan sections: c.1 facilities acquisition c.2 advertising and promotion c.3 personnel c.4 start-up budget c.5 three-year operational budget d. fingerprint clearance cards and criminal background checks sections: d.1 staff selection procedures d.2 fingerprint clearance card d.3 prior employment history d.4 criminal background records check for the 2013-2014 school year, the application package must be submitted to the wesd office of the superintendent by 5:00 p.m. on june 26, 2013. there are no extensions or exceptions to the deadline as all approved applications must be submitted to the state board of education by the close of business on june 28, 2013. the application may be submitted in electronic form.

Immunization Requirements Immunization Requirements
arizona state law, (a.r.s. 15-873) governs immunization requirements. to attend school, student immunizations must be current; that is to say no further immunizations are required at the time of entry. documented proof of immunizations must be provided to the school. the following immunizations are required: dtap/dpt/dt/td tdap (students 11 years of age and older in grades 6, 7 and 8) polio mmr (measles, mumps and rubella) varicella (or history of having the disease) 2010-2011 school year grades: preschool, k-8. a second dose is required if dose no. 1 was given at 13+ years of age. hib (students under 5 years of age) hepatitis a (students under 5 years of age) hepatitis b meningococcal (students 11 years of age and older in grades 6, 7 and 8) 2014-2015 immunization requirements click here for a complete immunization guide from the arizona immunization program office. a student is considered to be in compliance if he/she has met the criteria of the immunization schedule as recommended by the department of health services or is actively in the process of meeting criteria as evidenced by having one (1) dose of each of the immunizations and having established a schedule to complete the requirements. if the schedule is not adhered to, a student may be suspended. a request for exemption to immunization may be signed by the parent/guardian for medical or personal beliefs. homeless students will be referred to the liaison for the homeless if assistance is needed to meet immunization requirements.

Transportation Transportation
school bus drivers carry the most precious cargo: our children. drivers and assistants make sure that students get to school and back home safely every day. they are the first school workers to greet students in the morning and the last to wave goodbye to them in the afternoon. according to the national safety council, school buses are about 40 times safer than the family car. school bus drivers undergo extensive training, not only in safe commercial vehicle driving but also in bus operations and maintenance, student management and first aid. getting children to and from school safely and on schedule makes bus drivers, assistants, mechanics, dispatchers and other transportation personnel an integral part of our schools and our communities. click here to see our current job openings and start an application. resources: wesd transportation department

in-district professional development opportunities include, within budgetary limitation, special training courses, workshops, school visitations and assistance from supervisors and consultants. additionally, certificated employees may engage in professional development activities outside of district offerings, such as university coursework and conferences. the wesd professional development department facilitates the planning and implementation of professional development opportunities for teachers, administrators and classified staff. professional development offers courses for certificated teachers and speech therapists, credit for which may be granted toward salary advancement if courses are completed outside of work hours, in the manner that approved courses in institutions of higher learning are taken into account. please see the certification page for more information.

Retirement Retirement
the wesd values the years of dedicated service given by teachers and staff who chose to retire from the district. all eligible employees resigning/retiring from the district at the end of a school year must notify their supervisor and the human resources department in writing on or before the first week of february (the exact deadline will be announce by the hr director at the start of the year) to receive the full sick-leave buyback benefit. more information regarding the sick-leave buyback benefit can be found here: sick-leave buyout plan . when am i eligible to retire? normal retirement is the earliest you may retire with a full benefit as calculated by the asrs benefit formula. normal retirement occurs with any of the following: -you reach age 65. -you turn 62 and have 10 or more years of service. -you meet required amount of "points," which is a combination of years of service and age. the number of points required for normal retirement depends on when an employee became an asrs member. for details, please visit www.azasrs.gov/content/retirement-eligibility . however, at the asrs, you also may be eligible to retire early. if you are at least 50 years of age with five or more years of service, you may retire before your normal retirement date. with early retirement, the asrs allows members to receive retirement benefits at a reduced rate. if y ou have further questions about your retirement, please visit the arizona state retirement system web site at www.azasrs.gov or contact them at 602-240-2000. phased retirement the district has previously contracted with a private third-party employer, smartschoolsplus, inc ., to provide experienced staff to the district on an as-needed basis and to allow an employee to phase in their retirement. through this contract and subject to the other requirements of the program, district employees who are eligible for normal retirement from

Anomaly Process Anomoly Process
definition the interest-based negotiations (ibn) team has a practice in which compensation for individual positions, regular or temporary, can be considered separately by the ibn team if the position… is below the competitive market is a hard to fill position and/or has its expectations change significantly in order to be considered as an anomaly, a position must demonstrate a significant discrepancy when compared to other employee groups/positions in the district. process 1. in order to be considered in ibn, an employee group must notify an ibn representative or director of human resources that they believe their position meets the anomaly definition no later than december 1. delayed notification may result in consideration during the following school year. 2. the anomaly notification will be brought to the ibn team’s attention at the next ibn meeting. 3. an ibn representative and/or the director of human resources will contact the employee group and provide direction on the information that the employee group must obtain and provide to the ibn salary subcommittee. - the information requested may include statistics of competitive districts as determined by ibn. - the direction will include a deadline in which the information must be obtained and provided to the subcommittee 4. the ibn salary subcommittee will verify and review the information provided by the employee group. - the employee group may be requested to obtain and provide additional information. representatives of the employee group may need to be available for questions, clarification, and/or to present to the subcommittee. 5. the ibn salary subcommittee reviews and makes anomaly recommendations to the ibn team. if applicable, the ibn team’s recommendations will be submitted to the governing board for approval. in most cases, if an anomaly recommendation is ap

sub finder access please click here for details information for teachers on substitute services. classroom guidelines • your principal will guide you regarding the earliest you may arrive at work and the latest you may stay at work. arriving too early or staying too late may trigger the school’s burglar alarm. • any classroom decorations must be placed at least 2 feet from the ceiling and p aper items placed on the wall must be bound on all four edges. • any furniture or curtains brought in must be fire-proofed prior to bringing to the school site. • appliances such as heaters, refrigerators, and other electrical appliances from home are discouraged. • cooling and heating in the classrooms is shut off every afternoon by 5:00 pm. accepting cash the term cash includes currency, coin, checks, and money orders. cash received directly by you may include field trip fees, extracurricular fees, yearbook fees, athletic participation fees, etc. a ll monies collected shall be receipted, accounted for, and directed without delay to the proper location of deposit. in no case shall money be left overnight in school buildings, except in safes provided for safekeeping of valuables. monies shall be secured in a locked cash box or locked filing cabinet until the funds are taken to the front office at the end of the day. monies must be turned into the front office daily in order to meet governing board policy. • cash must be deposited intact – meaning no deviation from the original amount collected. • no money shall be left in desks, unlocked file cabinets, etc. • support to reconcile recorded sales to the actual cash collected should be maintained. • monies collected should be documented using items such as tickets, pre-numbered cash receipts, class roster, or class list, or a count of items on hand before and after a

professional growth salary movements sem 1 – classes must be completed by august 30 and recorded in human resources on or before october 1. sem 2 – classes must be completed by january 15 and recorded in human resources on or before february 16. when a certified (teacher) employee is ready to request a salary movement, the first step is to complete the “ request to review credits for salary movement ” form. the certified employee brings the completed form, along with necessary documentation, to human resources for review. if the request is approved, the payroll department will be authorized to process the salary increase. following the authorization, the employee will receive a “notice of salary increase” through district mail. for additional information, please contact lydia garcia at lydia.garcia@wesdschools.org or 602-347-2622. visit the wesd professional development department
