Bond and Override

What is a Bond?

A bond is a voter-authorized funding mechanism that enables a school district to incur debt to finance one or more of the following:

  • Acquisition or lease of sites (WESD is not acquiring land)
  • Construction or renovation of school buildings
  • Improving school grounds and District facilities
  • Purchasing pupil transportation vehicles
  • Purchasing furniture, fixtures, technology and equipment, if paid for within five years.

The WESD has more than $200 million in identified, essential needs that include building and systems safety, aging student transportation and outdated student technology. WESD currently receives $9 million annually for capital needs from the state.

What is a Maintenance and Operations (M&O) Override?

An M&O override is a special election, called by a school district governing board, which asks voters within the district to approve additional maintenance and operations funding for their local schools, earmarked for specific educational purposes and generated through local property tax levies.

What Will WESD Use the M&O Override For?

The Maintenance and Operations budget override would continue to fund programs currently serving district students. This override supports the district’s efforts to maintain present levels of service in all Maintenance and Operations programs, including:

Full-day academic programs for kindergarten students.

2.

Enhanced programs for students in art, music and physical education.

3.

Helping to maintain competitive salaries to attract and retain qualified instructional staff.

2022 Bond & Override

At its May 26 regular meeting, the WESD Governing Board passed a resolution ordering and calling a special Maintenance and Operations Budget Override election on November 8, 2022. At the same meeting, the Governing Board approved a resolution ordering and calling a special bond election on November 8, 2022.
